According to AP, the memorandum, crafted by Biden's administration staff, includes a range of strategic recommendations aimed at assisting the new U.S. leadership in adjusting its foreign policy amid escalating geopolitical tensions.

"Biden administration officials began developing the guidelines this summer. According to two senior officials, it was created as a document that could aid the next administration in shaping its approach from day one regarding how it addresses the intensifying relations with America's most prominent adversaries and competitors," the article states.

Sources speaking on the condition of anonymity due to the fundamental rules established by the White House revealed that the memorandum contains four comprehensive recommendations: to enhance interagency cooperation within the U.S. government, to expedite information sharing with allies about the four adversaries, to calibrate the use of sanctions and other economic tools for maximum effectiveness, and to strengthen preparedness for managing simultaneous crises involving adversaries.

As AP reports, the classified memorandum will not be made public due to the sensitivity of some of its conclusions.
