Directors of the KMDA departments are in dire need of financial assistance, and they are receiving it reliably
Every month, the directors of the KMDA departments pocket substantial sums – up to 200 thousand hryvnias. Based on the official response from the municipality to an editorial inquiry, we analyzed the monetary payments to the city's officials in 2024.
Boris Rabotnik in distress
In particular, the maximum salary of Boris Rabotnik, the Director of the Department of Construction and Housing Provision, reached 217 thousand 341 hryvnias in May 2024, 236 thousand in December, 115 thousand in September, and also 115 thousand in November.

What sources contribute to such outrageous payments that officials pocket? Is it true that Kyiv is thriving in all areas, and the local community is grateful for the constant care of the capital's authorities regarding the well-being and development of the city? This is not the case.
It turns out that, in the structure of monetary accruals, aside from rank bonuses, years of service, premiums, and compensation for unused vacation, there is an important item that is always considered. This is the right to financial assistance for addressing social and domestic issues. Thus, all department heads receive this assistance in amounts ranging from 60 to 70 thousand (once a year).
In August, Boris Rabotnik received such assistance amounting to 67 thousand 768 hryvnias. Additionally, in May, he was paid funds for health improvement – 67 thousand 689 hryvnias.
Here’s what the regulatory documents stipulate regarding this matter.
The State Labor Service clarifies:
“The right to financial assistance for addressing social and domestic issues, as defined by legislation, is available to civil servants and officials of state bodies, local self-government bodies (LSG)... Unlike health improvement assistance, financial assistance for addressing social and domestic issues is not mandatory. The right to make decisions regarding its provision to LSG employees is granted to the head of the respective LSG. He makes such decisions based on the circumstances outlined in the employee's application. There are no specific grounds for providing financial assistance for social and domestic issues in regulatory documents, although they can be defined by a collective agreement. The significance of the grounds is determined by the head himself. Financial assistance for addressing social and domestic issues is provided to an individual employee based on his application, at the discretion of the head... It is paid from the institution's wage fund.”
Thus, the city authorities under Klitschko decided that all heads urgently require such assistance. As if everyone is impoverished, barely scraping by with bags on the streets, having neither funds in bank accounts nor cash “under the pillows.”
Meanwhile, Boris Rabotnik has, according to his declaration, 225 thousand 960 hryvnias and 99 thousand 805 hryvnias in bank accounts. He also keeps 1 million 170 thousand 431 hryvnias in cash. However, despite such a substantial financial “cushion,” Boris Petrovich still wrote an application stating that he urgently needs funds from the budget to address his own social and domestic issues. It would be interesting to know which ones exactly? No KMDA official has ever publicly reported this to the community, even though the funds come to the city treasury from taxpayers.
Ruslan Kandibor needs assistance
Colleague Boris Petrovich – Ruslan Kandibor, head of the Department of Transport Infrastructure, had the highest payment amounting to – 154 thousand 70 hryvnias, in January – 111 thousand 462 hryvnias, in July – 134 thousand 822 hryvnias, in April – 125 thousand 316 hryvnias, in December – 117 thousand 906 hryvnias.

In January, Kandibor received financial assistance for addressing social and domestic issues – 69 thousand 356 hryvnias. In July, he was also paid funds for health improvement – 61 487 hryvnias.
Is Ruslan Vasilyevich struggling? He keeps 60 thousand US dollars in cash, 25 thousand euros, and has 89 thousand 733 hryvnias in his bank account. He also declared that his wife has 40 thousand US dollars.
Recall that since December 8, 2023, train services between the metro stations “Demiivska” and “Teremky” were suspended for an extended period due to an emergency incident in the transfer tunnel – it began to fill with water. While thousands of Kyiv residents faced transportation inconveniences, the city authorities credited Ruslan Kandibor substantial monetary payments.
Olena Fidanyan is struggling
In other structural units of the KMDA, a sweet life was also in full swing. For example, the head of the Department of Education and Science, Olena Fidanyan, received 102 thousand 42 hryvnias in April, 127 thousand 638 hryvnias in May, 136 thousand 155 hryvnias in July, and 144 thousand 877 hryvnias in October.

Financial assistance for addressing social and domestic issues was provided to Olena Fidanyan in October – 68 thousand 825 hryvnias, and for health improvement – in July: 67 thousand 989 hryvnias.
In 2023, Olena Fidanyan declared that her husband holds 319 thousand 456 hryvnias in his bank account.
Valentina Pelykh is also not having it easy
And in what kind of trouble is Valentina Pelykh, the director of the Department of Land Resources? She has 24 thousand US dollars in cash, and 55 thousand 590 hryvnias in her bank account. However, she also needed financial assistance for addressing social and domestic issues. In January, Valentina Mykolayivna was paid 60 thousand 890 hryvnias. In August, her request for monetary assistance amounting to 67 thousand 889 hryvnias was approved.

What months were generous for Valentina Pelykh? January: 105 thousand 521 hryvnias; April: 132 thousand 494 hryvnias; May: 176 thousand 425 hryvnias; August: 155 thousand 493 hryvnias; December 137 thousand 641 hryvnias.
Assistance for Oleg Tymoshenko
The head of the Department for Prevention and Detection of Corruption Oleg Tymoshenko was also in favor of receiving financial assistance for addressing social and domestic issues in May, amounting to 71 thousand 316 hryvnias. Moreover, monetary assistance was paid in November in the amount of 67 thousand 889 hryvnias. The most generous months for Oleg Mykolayovych were: April – 191 thousand 830 hryvnias, May – 154 thousand 701 hryvnias, November – 144 thousand hryvnias.

As previously reported by Kashтан NEWS, the wife of Oleg has an apartment in Kyiv. However, this did not prevent Oleg Mykolayovych from using a service apartment in the Shevchenkivskyi district. This apartment was issued, according to the declaration, on May 10, 2022. On that day, by the way, his wife Victoria acquired the rights to a second apartment in Kyiv.
The couple owns two cars: a 2011 Mitsubishi Galant and a Volkswagen Tiguan worth nearly a million hryvnias. The car's price, as stated in the declaration, is 950 thousand hryvnias. The car does not belong to Oleg Mykolayovych, but to his wife Victoria.
Interestingly, the purchased car was acquired during the full-scale war. And even more interesting – on November 11, 2023. That is, almost two weeks after Oleg Mykolayovych was appointed as the chief anti-corruption officer of the capital.
According to the declaration, only Oleg Tymoshenko works in the family. His wife has no income. However, this did not prevent Victoria Tymoshenko from buying a car for a million and declaring 53 thousand US dollars. Oleg Mykolayovych declares a modest 300 thousand hryvnias in cash.
Alexander Svistunov improved his social and domestic issues
Financial assistance for addressing social and domestic issues was also needed by Alexander Svistunov, the head of the Department of Urban Planning and Architecture – 54 thousand 37 hryvnias. His request for monetary assistance was also granted – 60 thousand 653 hryvnias. From the declaration, it is known that Alexander Viktorovych owns a 2016 Volvo XC60.
