What are municipal enterprises purchasing this autumn with budget funds? We analyzed a number of tenders

It seems that some departments of the Kyiv City State Administration (KCSA) are in dire need of new furniture. Consequently, they have begun to spend funds on acquiring desks, chairs, cabinets, and shelves. The solid furnishing of office rooms continues amid the war. As if all the furniture of the officials suddenly became damaged or there was suddenly a lack of workspaces for new employees.

Municipals and Cabinets

In particular, the Department of Municipal Security, headed by Roman Tkachuk, decided that four writing desks were urgently needed, totaling 18,548 hryvnias (the tender was won by the company "TM Brik").

Another "furniture" tender is scheduled for November 15 – they plan to purchase furniture (17 units) for 126,000 hryvnias.

Before this, on November 1, they purchased 50 office chairs from entrepreneur Hanna Dubyna for 309,850 hryvnias.

On November 5, contracts were signed with LLC "TM Brik" for the purchase of six wardrobe cabinets for a total of 20,202 hryvnias, and four computer desks at a total cost of 18,548 hryvnias. They also purchased 30 office chairs for 21,150 hryvnias (the competition was won by LLC "SMF 'Prestige'").

The tender procedure was completed for the purchase of six bookcases worth 24,000 hryvnias, and 20 stationary cabinets for 31,500 hryvnias (the competition was won by entrepreneur Antonina Tsilyuryk).

They are also equipping office rooms with computer equipment – they are purchasing 25 system units from the company "Systematika Ukraine" for 382,950 hryvnias.

They have already purchased 25 monitors from the company "Vsesvit" for 100,999 hryvnias.

On November 4, a tender was announced for the procurement of 40 uninterruptible power supplies for 360,000 hryvnias.

Anti-Corruption Fighters Lack Desks

The leadership of the Department for Prevention and Detection of Corruption (Director Oleg Timoshenko) also decided not to lag behind their colleagues in furnishing their offices. On November 1, a contract was signed with entrepreneur Oleksandr Karpiński for the purchase of 29 writing desks totaling 93,560 hryvnias. In particular, a single-cabinet desk (size 1200 x 700 x 570) cost the budget 5,200 hryvnias. At the same time, a similar desk can be found in furniture stores for a lower price – 4,882 hryvnias.

The Department for Prevention and Detection of Corruption also requires 12 office chairs for 32,400 hryvnias, 29 desks for 93,560 hryvnias, office shelves and cabinets for 93,600 hryvnias. The tender was won by entrepreneur Oleksandr Karpiński, who was the only participant in the bidding.

One can only hope that all materials and documents prepared by the Department employees on corruption in the city government will now fit on these shelves.

By the way, they are also purchasing 11 desk lamps for 20,790 hryvnias.

Controllers Have Started Computerization

In the Department of Territorial Control of Kyiv (Director Mykhailo Budilov), they also began computerization – they held a tender for the purchase of 17 laptops totaling 490,000 hryvnias.

On October 30, 2024, a contract was signed with LLC "Diavestend Complex Solutions" for the supply of 30 tablet computers for 353,790 hryvnias. The company was the only participant in the bidding.

Additionally, in September, they also purchased 20 computer all-in-one units for 476,000 hryvnias.

Money – for Generators!

However, particularly trending today is the purchase of generators and diesel stations. Thus, the Municipal Non-Profit Enterprise "Communication Center" (Director Natalia Petrova) is purchasing a diesel station for 699,000 hryvnias. The only participant in the bidding turned out to be entrepreneur Serhiy Kalinichenko.

The "Communication Center" is also working in the field of preventing corruption offenses. For instance, they conducted a tender under the "curly" name – Advertising and Marketing Services (Information Services (production and placement of informational products within the framework of conducting an information and communication campaign about providing information on mechanisms for reporting corruption and combating this phenomenon). The winner of the auction was entrepreneur Kostiantyn Kondov, who will provide the aforementioned information services for 315,500 hryvnias.

The administration of the Municipal Research Institution "Research Institute of Socio-Economic Development of the City" (headed by Serhiy Pavlovskyi) decided that a generator for 291,612 hryvnias is also urgently needed for stable sociological studies by municipal researchers, and, of course, diesel fuel for 112,322 hryvnias.

The Municipal Enterprise "Kyiv Cultural Cluster" has not yet purchased generators, but has acquired 525 bottles of wine at the auctions, presumably for the buffets of cinemas.

Want a Million Hryvnias? Hold a Forum

A "curious" tender for a substantial amount was conducted by the Department of Industry and Entrepreneurship Development of the KCSA (Director Oleksandr Kostiuk). For one million hryvnias, they ordered the organization and holding of a forum on the interaction between business and government. The specifications of the tender documentation state that the contractor must take care of the decoration of the premises, ensuring the presence of speakers, participants, and honored guests, making photo zones, and informational and advertising stands. They also need to conduct a PR campaign and "ensure the presence of the media at the forum." By the way, how do the organizers envision "ensuring the presence of the media"? Perhaps they mean websites, radio, and TV companies that are funded from the city budget.

"Pleso" on a Boat

Meanwhile, at the Municipal Enterprise "Pleso" (CEO Vyacheslav Savitsky), they concluded that in winter, not only sleds but also motor boats are relevant. Therefore, if spending the city's budget funds, it should be on expensive watercraft. They are purchasing a motorboat for 3 million hryvnias, model Powerboat 760 Cabin, through a tender. The winner of the bidding was LLC "Ikar Marin".

As we can see, millions of hryvnias are once again flowing from the city budget during the war, thus from the pockets of taxpayers on what is not a primary and urgent necessity.
