We reveal how certain officials of the Kyiv City State Administration (KCSA) and other agencies live. We analyzed their income declarations for 2023.
Everyone wants to feel secure financially. This is natural. It should be that way. However, not everyone achieves this for various reasons. Nevertheless, one thing stands out. For instance, luxury cars owned by officials and their spouses are now seen as the norm—a sort of status symbol.
“Lexus” and “BMW”
It is perhaps not surprising that Yevhen Chuhayev, the Deputy Director of the Department of Environmental Protection and Climate Change Adaptation at KCSA, declared the purchase of a Lexus, model UX250H from 2022, in January 2023. The crossover is valued at 1 million 709 thousand 116 hryvnias.
What is Chuhayev's annual salary at his main job? 19 thousand 210 hryvnias. In addition, he declares income from entrepreneurial activities amounting to 1 million 788 thousand 488 hryvnias, as well as from independent professional activities—367 thousand 892 hryvnias.
In cash, Yevhen Ihorovych keeps 1 million 131 thousand hryvnias and 37 thousand dollars, while he has 61 thousand 83 hryvnias and 20 thousand 567 hryvnias in bank accounts. His wife keeps 280 thousand hryvnias in cash.
According to his declaration, Oleksandr Voznyi, the Director of the Department of Environmental Protection and Climate Change Adaptation at KCSA, does not own any cars. He notes that he has the right to use a BMW, model 520, and a Mercedes-Benz, GLE250, without charge. The cars are owned by the LLC "Waste Management Center." However, his wife owns a Ducati Monster motorcycle, purchased in May 2022 for 200 thousand 400 hryvnias.
0The Voznyi family prefers to keep their money in cash. Oleksandr Ivanovych keeps 165 thousand dollars, 20 thousand euros, and 350 thousand hryvnias at home. His wife has 250 thousand hryvnias and 60 thousand dollars.
Money “under the mattress”
Valeriy Tantsiura, the head of the KCSA's Children and Family Service, keeps 375 thousand 261 hryvnias in a bank and 42 thousand dollars in cash.
He declares an apartment in the capital with an area of 33.2 square meters (date of acquisition of property—June 2023). Valeriy Anatoliyovych's salary for the year amounted to 617 thousand 597 hryvnias, and his pension payments were 215 thousand 451 hryvnias. He also declares bank interest—12 thousand 654 hryvnias.
His deputy, Oleksiy Naumuk, keeps 995 thousand hryvnias at home, while his wife has 400 thousand hryvnias.
Oleksiy Petrovych owns a Suzuki car from 2008.
A family passion for “Infiniti”
Unlike Valeriy Tantsiura, Dmytro Novytskyi, the director of the Kyiv City Employment Center, owns a more prestigious vehicle—a Japanese luxury crossover, the Infiniti QX70 from 2014. It was purchased that same year for 1 million 8 thousand 790 hryvnias.
1His wife also owns a car of the same brand. This vehicle is newer—a 2015 model, bought in 2015 for 1 million 8 thousand hryvnias.
Dmytro Novytskyi was appointed to his position on June 27, 2023. From June 2021 to June 2023, he held the position of Executive Director of LLC "Tamako-Invest."
He declares a salary for a certain period at this firm—142 thousand 565 hryvnias, as well as at the city Employment Center—142 thousand 565 hryvnias.
The Novytskyi family keeps their money both in bank accounts and in cash. In particular, the head of the family noted that he has 11 thousand 130 dollars and 147 thousand 356 hryvnias in the bank. He keeps 361 thousand 200 dollars, 418 thousand euros, and 75 thousand hryvnias in cash.
Maria Volodymyrivna Novytska prefers to keep her money in cash. It is noted that she has 448 thousand euros, 377 thousand euros, 448 thousand euros, and 85 thousand hryvnias.
Three cars in the garage
Deputy Head of the Main Statistics Office in Kyiv, Nelya Patsiuk, although she does not own a car herself, declares that her husband, Mykola Vasylovych, has three. These are a Hyundai Santa Fe from 2012, a Volkswagen Passat from 2018, and a Volkswagen Tiguan from 2016. The latter two cars were purchased in 2023. The declaration does not indicate that Nelya Bronislavivna and Mykola Volodymyrovych have any savings. It is stated that they receive pension payments; in addition, Nelya Bronislavivna declares her salary and income (31 thousand 56 hryvnias) from renting out property.
2Two million in a bank safe
Acting Head of the Main State Food and Consumer Service in Kyiv, Anatoliy Katerenchuk, has recently held this position since November 2024. Prior to this, he led the Khmelnytskyi District State Administration (from April 2022 to June 2024).
Judging by his assets, he moved to Kyiv as a wealthy individual. His declaration shows that he keeps 2 million 100 thousand hryvnias, 90 thousand euros, and 160 thousand dollars in a bank safe.
Katerenchuk declares that his wife has 350 thousand hryvnias, 80 thousand dollars, and 60 thousand euros in cash.
Oksana Anatoliivna Katerenchuk's annual income from entrepreneurial activities amounted to 1 million 800 thousand euros.
The wealth of the chief customs officer of the capital
How is Serhiy Siliuk, the head of the Kyiv Customs, doing? He declares an apartment in Kyiv with an area of 48.7 square meters, purchased in September 2023 for 1 million 218 thousand 206 hryvnias. He states that his wife, Iryna Vasylivna, owns a non-residential property in the village of Chabany near Kyiv, with an area of 70.5 square meters (date of acquisition—2023) worth 536 thousand 200 hryvnias.
Serhiy Viktorovych keeps 224 thousand 70 hryvnias in bank accounts and 40 thousand dollars in cash. He notes that his wife keeps 763 thousand hryvnias in cash.
Siliuk also declares an inheritance received: 237 thousand 679 hryvnias and 988 thousand hryvnias, as well as an annual salary of 705 thousand 143 hryvnias.

At the beginning of 2024, a large army of officials will fill out new declarations. There seems to be no doubt that their wealth will increase. However, none of them are willing to share the secrets of their income growth.
