Out of the five deputies of the head of the Kyiv Metro, two are millionaires, and another two purchased luxury cars in 2022 and 2023 for significant sums
We analyzed the income declarations for 2023. The previous head of the Kyiv Metro, Viktor Braginsky, who was dismissed in March of this year, was also not poor – he has $240,000 in cash. In his place, the chief engineer Viktor Vihivskyi is acting as the interim head.
The story of Braginsky's "Toyota"
Vihivskyi declares a land plot in the village of Marhalivka near Kyiv (owned by his wife, Tetiana Vihivska), an apartment, and a parking space owned by Olha Vihivska.
In cash, Viktor Vihivskyi holds 390,000 hryvnias and $5,000, while his bank accounts contain $14,856 and 52,000 hryvnias.
Regarding the car, Vihivskyi indicates a transaction type of purchase-sale (exchange) dated February 28, 2023, declaring an expenditure amount of 1,080,000 hryvnias. Interestingly, from his 2022 declaration, it is known that he did not own a vehicle at that time.
Upon reviewing the declaration of his predecessor Viktor Braginsky for 2023, we see that he also recorded a transaction – purchase-sale (exchange) of a vehicle dated February 28, 2023. It was on this day that Braginsky's ownership of the vehicle ceased.

Half a million hryvnias as a gift
The first deputy head of the Kyiv Metro is Valerii Havrylenko. He owns a land plot in Chernihiv Oblast, a garage in Kyiv, an apartment in the capital co-owned with his wife, and another apartment in the village of Bilohorodka in the Bucha district.
2For the year, Havrylenko's salary amounted to 1,027,906 hryvnias, and his pension was 251,027 hryvnias. He keeps 120,000 hryvnias in cash, while his bank accounts hold significantly smaller amounts. In September 2023, Havrylenko declared a transaction – a gift of 500,000 hryvnias. The recipient of the half a million hryvnias is not specified.
Purchased securities worth 500,000
Colleague of Valerii Havrylenko, Volodymyr Zel, also indicated in his declaration a transaction: purchase-sale (exchange) of securities worth 500,593 hryvnias, becoming their owner. He has a plot of land in the village of Pidhirtsi in the Obukhiv district, an apartment in the capital co-owned. He also declared his wife’s apartment and garage. He owns two vehicles of the same brand: Ford Mondeo, from 1993 and 2008.
Regarding his savings, Volodymyr Ivanovych prefers banking institutions, holding 151,607 hryvnias, 70,414 hryvnias, 639,712 hryvnias, and 4,175 euros in various accounts. He keeps 12,000 euros and $800 "under the mattress" at home.
A modest financier
The wealth of the financial director of the Kyiv Metro, Oleksii Sorbota, is somewhat modest, although… He owns an apartment in Kyiv (co-ownership), and a land plot in Mykolaiv Oblast.
In 2014, he purchased a Toyota RAV4 of the same year. In the declaration, he states that the vehicle was stolen in 2019.
3He declares that he holds 19,084 hryvnias, 18,503 dollars in his bank accounts, while keeping 29,000 dollars and 82,000 euros in cash. He also shows his wife's finances in the declaration: 18,503 dollars and 18,964 hryvnias in her bank accounts and 40,000 dollars in cash.
A "Volvo" for two million
The deputy head of the Kyiv Metro, Dmytro Peklun, is the only one in the management who does not own real estate, according to the declaration. Two apartments in the capital are registered as owned by his wife, Iryna Tyrskyi. Iryna Serhiivna also has another apartment in Kyiv (28 percent ownership).
However, Dmytro Yuriyovych owns a luxury SUV – a 2021 Volvo XC90, which he purchased in September 2022 for 2,264,240 hryvnias. Peklun's annual salary amounted to 550,589 hryvnias. He also noted his wife's income from entrepreneurial activities – 329,686 hryvnias.

Since then, he has embarked on a brilliant and rapid career in the metro: first as an advisor to the head, then as the deputy head of the metro.
Two million warms the soul
Another deputy head of the metro, Oleksandr Chychykalo, does not have a prestigious vehicle; he owns a Chinese car, BYD, model F-3, from 2013. However, he has nearly two million in his bank account, specifically 1,964,057 hryvnias. He owns an apartment and a garage in the capital. The apartment was registered as property on January 1, 2023. He also declared his sister's property – the date of acquiring ownership is also January 1, 2023.
For the anti-corruption fighter – a sum with six zeros
The deputy head of the metro, Dmytro Pinchuk, owns property in the capital, including two garages (both purchased in August 2021), an apartment, and another apartment in joint ownership. He has a 2014 Kia Sorento.
5In terms of finances, he mentions a gift dated May 6, 2023 – 600,000 hryvnias from Ivan Hryhorovych Pinchuk. He keeps a sum with six zeros – one million hryvnias in his bank account, along with 30,000 dollars.
Dmytro Pinchuk was born in 1992. His biography shows that he also started his career at the Kyiv Metro: leading economist in the department for preventing and combating corruption, assistant to the head of the metro, head of the department of strategic communications, and deputy head of the metro.
Interestingly, the capital's metro is currently facing a severe shortage of specialists in working professions, particularly train drivers – 83 vacancies, electromechanics – 48, turners and locksmiths in relevant areas – 161.
