ISEC: The modern tale of luxury from Uzhhorod to Dnipro.

It is not uncommon for Medical-Social Expert Commissions (MSEC) to issue disability certificates to completely healthy individuals in exchange for bribes. Meanwhile, those who genuinely had disabilities were also subjected to bribery to have their conditions validated on paper. This was the case with Tatiana Krupa, the head of the MSEC in Khmelnytskyi—she facilitated the process for nearly all prosecutors in the region, except one, to obtain disability status, enabling them to receive additional funds from the state budget. As a result, Tatiana Krupa, her husband Volodymyr, and their son Oleksandr accumulated more and more property.

In the village of Volytsia in the Khmelnytskyi region, the Krupa family owns 10 plots of land and 9 houses. Most of this property was purchased during 2021-2022. Almost all the houses range from 15 to 25 square meters. The family owns a company called "Solar Invest," which focuses on alternative energy—this property was acquired to support the development of their business.

The same type of solar panels were installed by the family of the former head of the Khmelnytskyi MSEC nearby in the village of Sobolevka.

The company "Solar Invest" is registered at this estate in Khmelnytskyi, which belongs to Tatiana's husband, Volodymyr.

The urban apartment of the Krupas is located here by the river, next to the city park.

In this same park, they were constructing a restaurant, which was supposed to open at the end of 2024, but something went awry.

But that's not all: after Tatiana Krupa's dismissal and arrest, we counted around 40 plots of land, approximately 20 houses, a multitude of apartments, and at least 5 cars—an Audi, a BMW, a Volkswagen Touareg, and two Porsche Cayennes from 2019 and 2024. The latter, by the way, is not declared.

Khmelnytskyi MSEC and Real Estate in Croatia

Alla Kindzerska, 51 years old, has worked her entire life as a doctor in a regional hospital. Last year, she earned 25,500 hryvnias per month at the Khmelnytskyi MSEC. An additional 21,000 hryvnias came from her position as a doctor at the "Lesnaya Pesnya" sanatorium near Kamyanets-Podilskyi. Last year, the woman sold a car for 500,000 hryvnias.

Alla's husband, 58-year-old Serhiy Kindzersky, earned 38,000 hryvnias per month last year. He is also a public servant, having worked as the head of the social insurance fund for temporary disability in the Khmelnytskyi region. Despite this, due to his "complete or partial" loss of ability to work, he has been receiving insurance payments for at least the last 5 years—from the same agency he headed.

Additionally, Serhiy Kindzersky, who has not yet reached retirement age, has been receiving a pension for at least the past 5 years. Last year, the state paid him a total of 450,000 hryvnias in social support.

In a comment, he explained that the insurance payments are related to an injury from a car accident he was involved in 5 years ago, and he has been receiving a pension since 2014 due to bronchial asthma.

Simultaneously, the couple is developing a business. For instance, the sanatorium "Lesnaya Pesnya," where Alla Kindzerska works as a doctor, is fully owned by her and her husband. Although she does not declare income from this business, she only reports her salary as a doctor at the facility.

Which is a pity, as the business is actively growing. And yes, once again, with state funds. In 2023, the sanatorium earned 18.5 million hryvnias, of which 13.5 million came from vouchers sold to the state. This year, 100% of the sanatorium's income was provided by local budgets.

Alla Kindzerska also owns 12% of the company "Lesnoy Orekh," which is involved in nut and berry cultivation. Meanwhile, Serhiy Kindzersky is a co-owner of "LTC-RESURS," a real estate rental company. In 2023, it earned 1.5 million hryvnias, which is 7.5 times more than in 2019, the last year it reported its income. The company was previously headed by the Kindzerskys' daughter, 31-year-old Yelena.

The official income of the couple for 2023—considering salaries, social payments, and the sale of a car—amounted to 1 million 990 thousand hryvnias, which is about 48 thousand dollars. Now the question is—does this amount cover the family's expenses over the past years?

In the ownership of the family head, Serhiy Kindzersky, are two plots of land in an elite area near Khmelnytskyi. On them stands a similarly elite house with an area of almost 300 square meters. It appeared in Serhiy's possession in 2017. Want one like this now? Be prepared to shell out at least 115 thousand dollars.

By the way, right here, in front of the house, is a parked Volkswagen ID.4 Crozz from 2023. An electric vehicle worth approximately 30 thousand dollars. Officially, the car is owned by the couple's sanatorium—"Lesnaya Pesnya."

And although we noted the car parked outside the family's house, Kindzersky insists that it is also used by the sanatorium staff.

In addition to this vehicle, in 2024, the man acquired a Volkswagen Touareg from 2023 for over 80 thousand dollars. The cost of just these two cars exceeds the couple's income from last year by more than double.

In his free time, Serhiy Kindzersky, likely like his wife, is dedicated to the development of alternative energy. The land he purchased in 2021 is situated in a closed area, but solar panels can be seen from afar.

The Kindzerskys' daughter, Yelena, took after her father and also bought a house, but in a fully gated cottage community on the outskirts of Khmelnytskyi. It measures 220 square meters.

The land plot was acquired by the woman in 2017. The house in her ownership appeared in November 2022. Currently, a slightly smaller unfinished property here will cost around 150 thousand dollars. For a slightly larger and completed house, they are asking 375 thousand.

Yelena Kindzerska also owns an apartment in the elite residential complex "Fontan" in Khmelnytskyi. She purchased it on November 16, 2023. It is 79 square meters with a market price of 95 thousand dollars.

The family's real estate portfolio extends beyond the Khmelnytskyi region.

On December 26, 2018, doctor Alla Kindzerska bought two apartments right in the historic center of Kamianets-Podilskyi—near the city hall. In 2023, in the Transcarpathian region, in the village of Chinadievo, the woman received a land plot with a mansion as a gift, which is currently under construction.

The property was gifted to Kindzerska by local resident Natalia Martyn, who trades in clothing and footwear and lives in a neighboring house. The gift is not only dear to the heart. In the declaration, the land with the house is valued at 400 thousand hryvnias. Similar properties of that size are being sold here starting from 110 thousand dollars.

Another cottage belonging to Alla Kindzerska is located in the same Chinadievo, a bit higher up in the mountains. A sign on the facade indicates: apartments for rent. This business is not mentioned in the declaration or in the registers, even though the house was bought three years ago.

However, the Kindzerskys' property is not limited to Ukraine. In 2019, the therapist invested in construction in Croatia.

Two years ago, the Kindzerskys family also acquired an under-construction apartment there. It spans 79 square meters in the resort town of Medulin in the southern part of the country. Prices for apartments of that size here start at 230 thousand euros.

Alla Kindzerska has 27 thousand euros (1.2 million hryvnias) in accounts in Croatian banks. In cash, the couple has 250 thousand dollars, 100 thousand euros, and 475 thousand hryvnias. This totals over 15 million hryvnias in savings.
